Cyborg vs Rousey after UFC 207. But Still No Featherweight Division?

It looks like UFC president Dana White is still not sold on making a UFC Women's featherweight division even regardless of the rising star power that Cris 'Cyborg' Santos seems to be drawing from her fights in the UFC.
He claims that there are not enough good Fighters at 145 to create a division based around the dominant Cris Cyborg even though she is the champion at Invicta FC where there is a 145 pound division.
Cyborg took to Twitter to express her disagreement.

With her two wins in the UFC he is basically a UFC fighter. Those two wins coming from fighters who took the step up in weight class to fight cyborg at a 140lbs catchweight one but has yet to fight anyone who in the bantamweight division that is higher in the rankings.
But even with Dana White stating that :
"I actually run the business, I know what's going on," White continued. "She can say it's BS, but I know. The reality is this: Cris Cyborg is devastatingly good — she has been destroying everybody. Her popularity is starting to [go up]. She's getting bigger. Everybody wants it right here, right now, but it doesn't happen that way."
He has gone on shows and stated that Ronda Rousey will fight Cris 'Cyborg' Santos if she is victorious at UFC 207 against Amanda Nunes. Which would set up a possible mega-fight that Cris 'Cyborg' Santos have been clamoring for ever since Rousey made disparaging comments about her being a man and worst.
But even until then, if it were to happen, and Ronda Rousey were to beat Amanda Nunes at UFC 207 Cyborg will still have to fight somebody to keep herself relevant and also when to get that super fight. Which would have to take place somewhere in the year 2017 considering UFC 207 will be the year end card for 2016. But then also that means that Cris 'Cyborg' Santos will have to continue to make the devastating weight cut to 140 lbs to even be able to fight Ronda Rousey. And that's IF she were to accept a fight at 140 pounds which seems very unlikely.
